What boards need to know

A Structural Integrity Reserve Study (SIRS) is not a generic reserve study. Florida law (718.112(2)(g)) names the structural components it must cover, requires a baseline funding plan that keeps the reserve balance above zero, and — since January 1, 2026 — bars members from waiving or reducing funding for those structural components, with one narrow HB 913 exception for buildings funding milestone repairs. A good SIRS firm gives your board a number it can defend to owners, lenders and insurers.

What you can request here

  • SIRS-compliant studies by licensed reserve specialists and engineers
  • Baseline funding plans and pooled vs. component method guidance
  • Board-ready presentations of the funding options

SIRS / Reserve Studies — questions boards ask

Which components must a SIRS cover?

At minimum: roof, structure (load-bearing walls and primary structural systems), fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and exterior doors, and any other item over $25,000 whose failure would affect structural integrity.

Can our owners vote to waive SIRS reserves?

No — for budgets adopted on or after December 31, 2024, members may not waive or reduce reserves for SIRS components. HB 913 created one narrow exception: after receiving a milestone inspection report, a majority of total voting interests may pause or reduce contributions for up to two consecutive budgets adopted through December 31, 2028, to fund the repairs that inspection identified.

How often must a SIRS be updated?

At least every 10 years, and many boards refresh it sooner after major repairs or a Phase 2 milestone finding.
